Administration Joomla! 3.x • lost ability to assign groups new users

Hello.

I have Joomla 3.10. Has been running fine until a week ago. I list the ability to view all tabs on Users:Edit page

I see Account Details, but Assign User Groups , Basic Settings and User Profile tabs are missing (see pic).
Does anyone know what happened?
(Edit - the only tab visible now is the 1st = Account Details,, the others are missing)
