That's a broken record these days, more and more common. That shouldn't affect your ability to move a Joomla site even by the manual method, FTP the files from PC to web host and move the database using phpMyAdmin.
For a decent web host, moderately priced (in my opinion) and reasonable value for money for the price is Scala Web Hosting, recommended by a forum member. I use their base VPS plan, good value for what you get and a less complicated Web Host Manager control panel (not cPanel).
I have had no issues migrating sites from WAMPServer to live host (no matter what the web host was) whether by Akeeba method or manual method.
