Does the first method not work for you: Method 1: configuration.php file?
Method 2: Direct Editing of Database describes how to change an existing password and how to create a new user in the Super Users usergroup. In Joomla 5 sites the instructions work only if the encrypted value of the password 'secret' is copied from the red warning text under the heading of Method 2 into the edit field or the SQL statement. Have you tried either of those methods?
